Changes:

1. Fixed server not detecting storage being closed when force map changed.
2. Far away npc and quest access will now stop players from interacting instead of crying to GMs.
3. Fixes to Permits & Hired Merchants for future release.
4. Fixed an issue that could result in throwing stars vanishing on trade.
